More 'sin taxes' ahead as states scramble for money

Now may be the time to quit smoking. And drinking. Gambling, too.

As a way to shore up their decimated budgets, many state governments are playing vice cop, hiking "sin taxes" on the traditional American pastimes listed above. Sin taxes are nothing new -- consider Prohibition as the ultimate example -- but there's another round of them on the way.

A unique dynamic is at play: People turn to their vices for comfort during dire economic times -- and yet, in such times, states balance their budgets on the backs of smokers and drinkers (which is a considerable portion of this country).

And states are not the only ones getting in on the act. In fact, the tobacco industry finds itself in the crosshairs of the new White House -- a direct reversal of the Bush administration's policy, which opposed, vetoed or refused to act upon many key issues.

The federal government is proposing a significant increase in federal excise taxes on cigarettes of $0.61 to $1 a pack, and even sharper increases on other tobacco products, to fund the State Children’s Health Insurance Program. Congress is expected to approve this measure soon. Furthermore, separate legislation, which would hand the Food and Drug Administration broad authority over cigarettes for the first time, is expected to be passed.

This is a perfect storm for major tobacco companies like Philip Morris International (PM), Lorillard (LO), and Reynolds American (RAI). In response to higher prices, demand for tobacco products should fall, and, in turn, tobacco companies will likely raise prices to compensate for that decreased demand, which should curb demand even more.

Matthew L. Myers, the head of a nonprofit anti-smoking group, Campaign for Tobacco-Free Kids, said the election of Barack Obama “changes everything” for the tobacco industry.

“I think that 2009 has the potential to be the most historic year in making progress on tobacco at the federal level since the first surgeon general’s report in 1964,” Myers told the New York Times.

Even in the South, perennial stronghold of the tobacco industry, such states as Arkansas, Mississippi and North Carolina are considering sin taxes on tobacco and alcohol. It's a testament to the severity of this recession, because tobacco lobbyists in those states comprise one of the most powerful and well-funded interest groups.

States have couched their arguments for sin taxes by invoking the social and health benefits of reduced smoking or drinking. The taxes, their proponents say, are designed to at once raise revenue for social services and to influence society’s behavior in positive ways. In Arkansas, for example, the governor announced his intentions at a children’s hospital, and said the revenues would go toward expanded health programs.

If it’s any consolation, the tobacco industry should have company soon enough - from soda companies. Even drinking the fizzy stuff is a sin today. Governor David Paterson of New York recently offered a tax on sugared beverages like soda, in order to raise an estimated $404 million. It's being called an obesity tax. Rest assured, Diet Coke addicts: It only applies to full-calorie drinks.

That is what happens with the (D) controlling all of Washington.  In a recession, they want to tax us more, take more of our grocery money, all to help pay for things that most of us will NEVER use.  

Instead of making all of these ridiculous "bail-out's", take that almost 1.5 trillion and send it to take paying Americans, and let us take care of the economy!!!!  Don't give it to banks, and all of these stupid projects, let us spend the money and get the economy going.

If you want to call it a sin tax, then tax everything that's "sinful." Let's put a heavier tax on all pornography (lust) let's tax sweets and fatty food (gluttony) lets add a fat tax to all overweight people (sloth and gluttony) I'm so sick of smokers carrying all the "sin" tax!

This is all ridiculous. We are taxed for having money, taxed for spending money, taxed for possessing property,we'll soon be taxed for driving to and from work. and taxed for enjoyment. The government is taxing us, the state and then the cities get what's left.  SO SO SO RIDICULOUS.  I think it's time we learned all about revolutions cause one needs to happen in this country.

I don't smoke or do I drink regularly...and I feel our government is stepping why out of bounds with all this taxing crap.  I feel for you all who do smoke...Cigarettes kill right...so they say...We'll, it's your choice if you want to smoke or not.  It is not up to the Government to decide that.  It just isn't fair...I felt this way when all the states put in the no Smoking Bans are bars & restuarants....Smoking is a past time at bars...if I don't like the smoke it's up to me not to go or not.  

With all the new taxes on smokes, I would have to assume many people will not be able to afford cigarettes, sales will be down, income from taxes will be down...Then what...what is next to be taxed..JUST TAKE MORE OF MY MONEY.

As a Soldier I've seen many ways to end life. Those who stress over life's struggle may never know the stresses of the trench. Smoke and drink and be merry. But don't you dare complain. This morning someone didn't wake up. They were defending your right to gripe. Increased taxes on the pleasures that enslave us, fine by me. Just don't lose sight of what's really important. Whatever it takes to get us out of this mess. I'll pray for you. SSG Walker

John - you're a bozo.  The rich would love a flat tax.  Learn how to spell before you post a comment.   I'm all for the flat tax - God forbid we simplify our system.  Let every one pay the same rate......don't you think that would be fair?   We will have to revolt, our goverment officials have created a horrible monster.  We can't even count on the Republicans any more.  At least the Democrats tell you they are going to tax the poop out of you.

i think that putting another tax on cigarettes, booze and gambling is a crock of .... why is it when the gov. screws up and gives money to companies and countries who have sqaundered away everything they had due to stupidity, they always come to the american people looking to get more blood from the stone. pretty soon, there isn't going to be any more blood and then what are they going to do? disney's cartoon "Robinhood" comes to mind where the common person is living in rags and eating almost nothing and then the sheriff comes by for more money! when will the gov. learn to use thier resources wisely instead of screwing up everything that this country was built on, something that people believed and died for? people came to this country looking for a better life, at this point in time, that reputation is just a myth. the gov. no longer cares about the hard workers of this country, they only care about how thick their wallets are with money. having been in the military it pains my to believe this, but with everything going on with this country today, its hard not too!

We have to pay for the bailouts somehow..... This is just a beginning of what's going to be taxed - Besides, when Government gets involved, they begin to dictate where and how we should spend our money -

Once they tax us for laughing, they will kill us from being over worked and bringing home less money than we pay in taxes. While at the same time the price of everything is going up.  Wow, then there will be no reason to work.  No free interprise. We can all stay home and spend tax dollars on overtaxes vodka just like the Russians. Won't they be proud when everyone quits smoking, drinking, gambling and working.  Then they will have lot and lot of revenue to pay the loser financal insitutions who stole all our hard earned money from the stock markets and banks and are living it up.  I bet they have alcohol and smokes on their yahts to.
