More 'sin taxes' ahead as states scramble for money

Now may be the time to quit smoking. And drinking. Gambling, too.

As a way to shore up their decimated budgets, many state governments are playing vice cop, hiking "sin taxes" on the traditional American pastimes listed above. Sin taxes are nothing new -- consider Prohibition as the ultimate example -- but there's another round of them on the way.

A unique dynamic is at play: People turn to their vices for comfort during dire economic times -- and yet, in such times, states balance their budgets on the backs of smokers and drinkers (which is a considerable portion of this country).

And states are not the only ones getting in on the act. In fact, the tobacco industry finds itself in the crosshairs of the new White House -- a direct reversal of the Bush administration's policy, which opposed, vetoed or refused to act upon many key issues.

The federal government is proposing a significant increase in federal excise taxes on cigarettes of $0.61 to $1 a pack, and even sharper increases on other tobacco products, to fund the State Children’s Health Insurance Program. Congress is expected to approve this measure soon. Furthermore, separate legislation, which would hand the Food and Drug Administration broad authority over cigarettes for the first time, is expected to be passed.

This is a perfect storm for major tobacco companies like Philip Morris International (PM), Lorillard (LO), and Reynolds American (RAI). In response to higher prices, demand for tobacco products should fall, and, in turn, tobacco companies will likely raise prices to compensate for that decreased demand, which should curb demand even more.

Matthew L. Myers, the head of a nonprofit anti-smoking group, Campaign for Tobacco-Free Kids, said the election of Barack Obama “changes everything” for the tobacco industry.

“I think that 2009 has the potential to be the most historic year in making progress on tobacco at the federal level since the first surgeon general’s report in 1964,” Myers told the New York Times.

Even in the South, perennial stronghold of the tobacco industry, such states as Arkansas, Mississippi and North Carolina are considering sin taxes on tobacco and alcohol. It's a testament to the severity of this recession, because tobacco lobbyists in those states comprise one of the most powerful and well-funded interest groups.

States have couched their arguments for sin taxes by invoking the social and health benefits of reduced smoking or drinking. The taxes, their proponents say, are designed to at once raise revenue for social services and to influence society’s behavior in positive ways. In Arkansas, for example, the governor announced his intentions at a children’s hospital, and said the revenues would go toward expanded health programs.

If it’s any consolation, the tobacco industry should have company soon enough - from soda companies. Even drinking the fizzy stuff is a sin today. Governor David Paterson of New York recently offered a tax on sugared beverages like soda, in order to raise an estimated $404 million. It's being called an obesity tax. Rest assured, Diet Coke addicts: It only applies to full-calorie drinks.

I believe that the solution to the taxing issues is simple, tax things that everyone uses. Consider a green tax that will effect all such a sin tax on wasteful use of toliet paper. Less used less trees killed cleaner air and water. Oh yippie everyone pays.

SMOKERS READ AND HIT THEM WHERE IT REALLY HURTS!

About a year ago I wrote a letter to our state powers that be explaining what I have watched happen since smoking was banned in public places. Here the public smoking ban was an immediate detriment to the economy. The fact is that smokers are the most self indulgent of people, after all we are willing to pay the price to have our tobacco fix.  As a smoker I also used to stimulate the economy by going shopping and having lunch at a local restaurant.  I used to take my family out to dinner. Going out to stimulate the economy was the last thing on my mind. Going out for a great meal, enjoying the company of family and friends, after which I would enjoy coffee and cigarettes.  It was not a matter of having food, it was my social life that I was willing to pay to have.  Now, I go to the grocery on Friday, bring my purchases home. I absolutely never go out to dinner or go shopping with my friends. I have saved so much money by not stimulating the economy that I don't have any bills other than the monthy food and shelter requirements.  You see they boycotted my cigarettes so I boycotted their economy.  

I have plenty of money that they would like me to spend on gas for my car so I can go shopping, dining out taking my family of 5 to a movie in general stimulating the economy.  Unfortunately for them they took the social aspect out of it. The only place I look forward to going is home or backpacking through our free National Forests where I am free to be myself and have a cup of coffee with a cigarette.

They have also missed out on their cigarette tax money. I have purchased a 15 month supply of tobacco for my cigarettes and tobacco seeds. I have a friend in Virginia who grows tobacco and will advise me on my crop, including my seed crop so I will have seed for the following season.

SMOKERS CAN HIT THEM WERE IT HURTS by boycotting everything that you can really live without other than your smokes. You can laugh your way all the way to your piggy bank.  No, I don't use a piggy bank but I did stop stimulating banks with my monthly service fee and won't invest in anything until I am free to smoke in public. My money is all mine and I get to decide where to put it. I have saved thousands upon thousands by not stimulating the economy.

Don't think your family will go along with it...just take something they enjoy away for a while and they will get the point.

Oh Boy!  More CHANGE....isn't that what this country wanted to see?  I am a dyed in the wool republican conservative and I did not vote for this! The "change" we are seeing in this country is going to put us back into a depression that will make the 1930's look like a birthday party.  I am angry, and broke!  Stupidity is running rampant in Washington! I don't guess they have even considered that these new sin taxes will put even more companies out of business, not to mention the farmers who grow tobacco and hops!  Somebody up there needs to wake up!

How about we adapt  more to a true democracy... elected officials are elected by the people and then before they can pass any of their stupid ass bills/taxes/referendums/etc any voter in the whole country that wishes can vote on passing or vetoing that bill/tax/referendum...

or maybe at least go back to the "democracy" that this country started as... I'm not saying that only land owners should be able to vote, but it sure would be nice if the voters had to be intelligent enough to know about the issues or the people. Something more than "that one's a good speaker" or "i'm going to vote for him/her because he/she is black, white, brown, green, purple, orange, old, young, fat skinny, gay, straight, yadda yadda yadda and SO AM I!"  Believe it or not, having only land owners allowed to vote way back then was not to descriminate against non-land owners... it was for the purpose of they were the ones that 1)understood what was happening and 2)all the passed laws effected

if you're too dumb to know if a bill is going to affect you and how, you're too damn dumb to be turning out in the masses and choosing the people that are making those bills.

our socialistic/communistic hybrid of a country is beginning to disgust me. maybe i'll save up to move somewhere else... if big brother doesn't take all my money out of my paycheck first....

What this country needs is another Boston Tea Party. Government continues to let our jobs go out of country, with americans losing jobs, government gets less payroll taxes. They create new taxes or raise existing taxes to keep revenue coming in. I agree, either have one tax the same for rich and poor paid out of your paycheck at one time and do away with all other taxes, or everyone refuse to pay. There is a tax on having a good time, it is called the Pleasure Tax, levied at motels, resorts, boat docks, etc..

We need to start taxing the companies that have product made out of country heavy because it is their fault the unemployment rate is so high.

Man, I am glad that cigarette taxes are on the way up. My wife has quit! I never started. Hopefully, this increase will encourage others to quit. Remember the case of McClelland V. Maryland "The power to tax, is the power to destroy"

I hate the way they veil their real reason to get more taxes out of us with the old and lame story that they want people to stop smoking. Everyone knows, whether they admit it or not, the last thing they want is for people to stop smoking. The government is on a form of "crack" known widely as taxation. If the smokers were to quit for just 1 week the tax implications would be disasterous.

So to all those politicians who "claim" they are really looking out for our health I want to say the figurative fig leaf doesn't even come close to covering up your real motives.

FLAT TAX IS THE BEST SOLUTION. THEN EVERYONE PAYS THEIR FAIR SHARE. I DON'T UNDERSTAND WHY GOVERNMENT HAS TO MAKE EVERYTHING SO COMPLICATED. SIMPLICITY IS THE BEST WAY. OUR FOREFATHERS WOULD BE APPALLED AT HOW MUCH GOVERNMENT WE HAVE NOW. THIS IS WHAT THEY FOUGHT TO GET AWAY FROM. THIS IS SUPPOSED TO BE A GOVERNMENT FOR THE PEOPLE BY THE PEOPLE  HAH!!! ANOTHER SOLUTION IS LET ALL GOVERNMENT LIVE BY THE SAME LAWS AND RULES WE LIVE BY. PUBLIC OFFICIALS SHOULD HAVE TO USE MEDICARE AND SOCIAL SECURITY LIKE WE DO AND NOT HAVE SPECIAL PLANS THAT PROVIDE THEM WITH SEPERATE HEALTH CARE. MAYBE THEY WOULD WORK HARDER FOR THESE PROGRAMS IF THEY HAD TO DEPEND ON THEM LIKE NORMAL PEOPLE. THEIR CHILDREN SHOULD HAVE TO ATTEND PUBLIC SCHOOLS AS WELL.

We need to build a great wall to keep Mexicans out, then kick out all the remaining illlegals who are here now.  This would provide tremendous relief to our healthcare, education, and social service systems.  Next step, mandatory contraception for women on welfare, foodstamps, WIC, ect., since they cannot control themselves.  Eventually, the nonhackers would be weeded out and the burden would be fair for those remaining.
