More 'sin taxes' ahead as states scramble for money

Now may be the time to quit smoking. And drinking. Gambling, too.

As a way to shore up their decimated budgets, many state governments are playing vice cop, hiking "sin taxes" on the traditional American pastimes listed above. Sin taxes are nothing new -- consider Prohibition as the ultimate example -- but there's another round of them on the way.

A unique dynamic is at play: People turn to their vices for comfort during dire economic times -- and yet, in such times, states balance their budgets on the backs of smokers and drinkers (which is a considerable portion of this country).

And states are not the only ones getting in on the act. In fact, the tobacco industry finds itself in the crosshairs of the new White House -- a direct reversal of the Bush administration's policy, which opposed, vetoed or refused to act upon many key issues.

The federal government is proposing a significant increase in federal excise taxes on cigarettes of $0.61 to $1 a pack, and even sharper increases on other tobacco products, to fund the State Children’s Health Insurance Program. Congress is expected to approve this measure soon. Furthermore, separate legislation, which would hand the Food and Drug Administration broad authority over cigarettes for the first time, is expected to be passed.

This is a perfect storm for major tobacco companies like Philip Morris International (PM), Lorillard (LO), and Reynolds American (RAI). In response to higher prices, demand for tobacco products should fall, and, in turn, tobacco companies will likely raise prices to compensate for that decreased demand, which should curb demand even more.

Matthew L. Myers, the head of a nonprofit anti-smoking group, Campaign for Tobacco-Free Kids, said the election of Barack Obama “changes everything” for the tobacco industry.

“I think that 2009 has the potential to be the most historic year in making progress on tobacco at the federal level since the first surgeon general’s report in 1964,” Myers told the New York Times.

Even in the South, perennial stronghold of the tobacco industry, such states as Arkansas, Mississippi and North Carolina are considering sin taxes on tobacco and alcohol. It's a testament to the severity of this recession, because tobacco lobbyists in those states comprise one of the most powerful and well-funded interest groups.

States have couched their arguments for sin taxes by invoking the social and health benefits of reduced smoking or drinking. The taxes, their proponents say, are designed to at once raise revenue for social services and to influence society’s behavior in positive ways. In Arkansas, for example, the governor announced his intentions at a children’s hospital, and said the revenues would go toward expanded health programs.

If it’s any consolation, the tobacco industry should have company soon enough - from soda companies. Even drinking the fizzy stuff is a sin today. Governor David Paterson of New York recently offered a tax on sugared beverages like soda, in order to raise an estimated $404 million. It's being called an obesity tax. Rest assured, Diet Coke addicts: It only applies to full-calorie drinks.

I drink ,smoke and gamble but even if I didnt I would not support new taxs.I think the people who want this tax don't reliaze that if they learned how to spend the tax money we already give them correctly they would have enough money for all their pet projects and more.

To answer the Flat Tax question - It will never get passed because taxes are not used to just raise revenue but are used to promote agendas to change the way people go about their daily lives.  Increased taxes on tobacco, alcohol, gas just to name a few.  It was joked about the "Sugar Police", now NY Gov wants to pass a tax on soft drinks - whats next?? Double Cheeseburger or a French Fry tax?  As for fighting this war upon our daily lives, Joe-6 Pack (renamed Joe-3 Pack because he can't afford a 6-pack) will never win because we are the silent majority who vote people in office only to have them turn on our trust.

I support an increased tax in cigarretes - they serve no good purpose - those that

smoke them are killing themselves and those that don't smoke have to suffer

through second hand smoke. Tax them as much as you want. I think $10.00

a pack ought to do it. Wouldn't it be wonderful to raise a generation that

doesn't smoke? What a great thought!!!

first of all, you can thank slick willie for this.... he started this taxing crap !!! he said it was to off set the cost of caring for lung cancer and heart patients that get that way from smokeing. the truth of the matter is that it was a smoke screen for him to rip u off just because we enjoy a cigarette every now and then. but he opened the door for the government to continue to rip us off more. if i remember right..... there was a tea party a long time ago that was done to stop taxation by britan, and now lok at us!!!!!! the democrats are fixing to tax us to death. when is it going to end???????????

Every time these clowns come up short instead of cutting the fat they just find more stuff to tax..it's out of control and it's our fault in part for letting it get this far

It's time to start a revolution and the first ones to go will be all the elected officials that don't give a rats azz about the little people.  Take, Take, Take and get nothing in return, Maybe living in South America might be the right answer.

We need a frickin revolution in this country!!! Politicians suck and they are killing America...We do not need them looking out for us. When will Americans stand up and say enough of this hamby, pamby crap???

I think this "sin-tax" is absolutely ridiculous!  Yes, I am a smoker, but when are they going to stop picking on the smokers? If these are sin-taxes, why is the government taxing all the sins???? Poor example, but some believe it is a sin to have a child out of wedlock, yet we hear on the news about a woman who had octuplets, isn't sure who the father is, and already has six kids at home?  Why are we not taxing her for every child she's had???  I am a very open-minded person about most things, but I'm beginning to believe that the US may not be home of the free much longer.

Yep, FLAT TAX. Fair,simple, better than the monster we've created in the IRS. Would create enormous wealth for our Government. Problem: None of the lawmakers (I mean none) of the lawmakers have the 'fuzzies' to embrace this one. Sad.

Tax Tax Tax Tax, Ever step on a tack it hurts don't it, so to take out the fisical pain the goverment just changed the spelling.. got rid of the "ck" and put in an "X" but it still hurts the "bottom guys".  Mike is on the right track.The Feds got them selfs in to this mess by giving monies to the wrong people.. Outside the U.S. and havent been taking care of our own!!!  No I am not against helping other countries but get the U.S. in to shape first. I don't think one of the Gov officials would pay one red cent out of there own pocket to help any one else untill there own family was in good shape... I mean like one of there own kids had a bad mattress on there bed, they would not even give money to a to a school event untill the kid had a good bed to sleep in. Would they give money to someone or thing if there fridge was empty.... I don't think so!!!!  We the the "bottom" people can't afford to give any more, look at all of us that have lost homes, the Feds bailed out the banks that took them, our homes,  instead of giving us the bail out money so we could pay the banks, we would still have our homes and the banks would be getting there money.. We all win. Butt no, the rich get bailed out and the poor get the "ck" that was changed in the beganning of this!!!  So we should get our own problems taken care of with our tax monies and then and only then take in to concideration on giving money to other places. O yea... once again put that in your pipe and drink it
