Unemployment benefits: Who gets left out?

Unemployment benefits have been extended and that's good news for laid-off workers, right? But did you know that many people who've lost their job aren't eligible to collect?

In fact, former Labor Secretary Robert Reich writes at his blog that "most people who lose their job these days don't qualify for any unemployment benefits at all."

And, we'll add, it's often low-wage and female workers who get left out.

The Center for American Progress Action Fund reports: "Under current law only an average of 37% of unemployed workers actually collect benefits at all, with low-wage, part-time, and female workers particularly harmed by outdated state eligibility rules."

Who can collect is determined state by state, and is often based on laws written in the days when the husband was the breadwinner, and worked one steady job until he retired.

Reich writes at another blog, "Even though those realities have changed, the rules haven't. In most states, you're eligible for unemployment insurance only if you've lost a full-time job that you've had for quite a while. This leaves out just about everyone who's lost one or more part-time jobs. And also excludes any full-time worker who had been at the job less than a year before they got canned."

The Unemployment Insurance Modernization Act, passed by the U.S. House, would address some of these issues.

Whether or not it becomes law, those who lose their jobs should find out immediately if they qualify for benefits. Even if you were part time, you might be eligible in your state. The Associated Press answers a lot of questions about how to apply.

Other information from the Center for American Progress:

  • The average worker who qualifies for this safety net gets $293 a week. The lowest maximum benefit is $230, in Mississippi. Nine states have a maximum payment in excess of $500 a week.
  • In June, 45.5% of mortgage delinquencies reported by Freddie Mac were due to unemployment or lost income.
  • During the current economic downturn, 22.3% of unemployed workers -- 2.26 million people -- have been searching for work for more than six months.

On the other side of the coin, the conservative Heritage Foundation says extending unemployment benefits prolongs the time that people are out of work because they feel less pressure to find a new job.

Did anyone know that after 6 months of being unemployed you are dropped off the statistical grid? I would like to see the real unemployment number given out so that OUR REPRESENTATIVE GOVERNMENT would finally take action. I became unemployed and am now a contractor overseas, I have had to leave my Country to find work abroad.  Until we bring manufacturing back (any kind) and work on our infrastucture we will continue to see the decline in our econmy. Becoming a service oriented economy (even that labor is cheaper in developing countries) does not produce a strong America. Nobody want to claim unemployment, we want to claim a job.

Being in the automobile business for 25 years ( a finanace manager in a dealership) I can totally relate.  I still have a job, but we haven't sold a car in two weeks.  In the car business in the South you only get commission.  It's a tough job when it's good.  It's horrible when it is bad.  My income has dropped to 30% of what it was 6 months ago. When there are no jobs at other dealerships you know the economy is bad.  If you quit, no unemployment.  I do have savings, but they are going quickly.  I am scared to death.

A four day work week would immediately create an extravaganza of new jobs.  Germany has had that system for a very long time.  My uncle worked for a printing company there all his working life.  He bought a new car every couple of years, always a Mercedes, had a month off every year with pay, had full health benefits paid by the government into which he paid a lot of taxes which he never regretted paying.  Germany has enjoyed one of the highest standards of living of the world along with the best healthcare.   Maybe it is time our government take a look at what other sucessful countries are doing.  

If a four day week means less money for everyone so what?  Do we really need 200 cable channels, cell phones that do everything but brush your teeth, expensive morning coffee, more shoes than anyone needs, too much food making us all fat, getting pricey haircuts, Ipods with a thousand tunes, driving big  SUVs instead of smaller lighter cars?  I stopped having a TV in my home 13 years ago.  I figure I've saved $12,000 on cable and the price of a flat screen.  So what am I missing? Fox "News"?  I know I'm talking to a reasonable group of folks out there since you are all "reading" this morning.  Some of you will be thinking; okay, so what will all those unemployed TV, coffee, shoe sales, fast food workers, cable installing folks do for a living when we cut back on unnecessary things?  My answer is; where would they be working if those jobs had never existed?  Healthcare, education, park service, landscaping?  Many of the jobs currently being sucked up by workers from Mexico?  Good honest work.  Our local hospital is always looking for phlebotomists.  Apparently they are hard to come by.  It takes minimal training to draw blood.  Would you rather sell shoes or make coffee part time without health benefits or work in a hospital full time with health benefits?  Lots of choices out there folks.  It is all about making good choices about what to do with your time and how to spend your money.

To those who have paid into the system and have lost their job thru no fault of their own I have no issue with unemployment benefits.  It is a nice safety net and good for our society.  My issue is really with our government and how they react to every problem...spend more and more money without any thought.   At some point, if the government keeps bailing corporations out and extending more and more benefits  then the debt will be so large that we will never recover.  People need to have their own safety net in addition to unemployment and our government needs to understand they make the economic highs higher and lows lower with their  intervention.  The economy would function much better with far less government interventiion and more free market capitalism.   The government started this credit crisis with policies designed to get those that couldn't afford homes into them and then greedy/stupid corporations and greedy/stupid people started pushing as well and then they ball rolled completely out of control.  Now the correction will be more severe and painful.  Bad government begats more bad government.

I recently was laid off and this will be my first time applying for unemployment. I have  tried to save at least some of my income in a savings account.  But it is hard when you have student loans to repay, rent etc...If I have to drain my savings account, my roth and my 401k that is what I will have to do. My faith in my father above is what is most important to me and is what keeps me going. Please try to keep positive as they say "this too shall pass".

To Andy don't you dare put this on democrats when we have had this ****off for a president for 8 yrs too long republicans are for the rich they always have been & if you're not rich i don't see why you are a republican lover bush's old man ruined this country back in the nineties & reagan in the eighties why? did america vote that piece of **** in because they didn't want gore well lets see gore has written a book on global warming & gained lots of respect & was in the peace prize finalists meanwhile ****head ruined this country so who looks better now.mmmmmm! ***hole's old man wanted to bass fish instead of running the country & we had a double digit unemployment rate when reagan was in office it doesn't take a brain surgeon to figure out who is the worst party. everyone critized clinton because he had an extra marital affair i don't care what the guy did in his personal life how did he run the country is what matters nothing else!! he had the budget figured out and unemployment wasn't even a topic. let's never put a republican in office ever again!!!!

Instead of putting money into criminally run finacial institutions and corporations that refuse to change their turn of the century ways of doing business the Government should just inject all or a major part of the +700+ and now the additional $400+ billions into the pockets of the middle and lower calss of America. Screw letting Wall Street and the Feds tell us what is best....It hasn't worked yet!

Expat in Iraq

Isn't that a shame that an America  has to leave this so called Great Country to find work. Not so great after all. ): Hey I'm sure the borders don't need to be watched any more. Wow John Sirvent.....when all of these life altering events, that soo many people are experiencing, start making their way into your life you are going to have a very difficult time....you are no better or different ..But only then will you really understand what all of these people are talking about...John you may be next..

I think the people have spoken as to what they want their elected officals to do..but they are deaf to our cries...I think that they are thinking we gave them carte blanche to do ANYTHING they want, and we dont have anything to say about it..me for one, among many many others am here to say I dont agree with the bailout, and would like the money distributed amongst us, the PEOPLE, everyone 18 and over, and let US invest it, THAT would stimulate the economy and people could put down payments on homes, or buy them outright...alot of the problem folks is first of all, the price of houses are way to high..people over the years got greedy, "wow! lets see just how much I can sell this house for!" and now a morgage that used to take 20 yrs to pay off, and deed in hand, now takes 40 yrs plus, almost a lifetime in some cases, to pay off...the american dream is dead..I could never have t he life my parents had, (I am 47) it took them less than half the time to get to the dream I cannot attain in a lifetime, unless good fourtune dropped on my head; cuz that is what it is going to take for it to happen..rent is out of control, and landlords are scared cuz they are used to banking all that money for overpriced rentals, that people wont be able to sustain the cost and have to leave. my brother lives in the same place he started renting 10 yrs ago at 600 a month, and now pays over a thousand a month, and the place didnt get any bigger, nothing changed, just the cost of his rent...alot of people are responsible for the shape we are in, and everyone is going to have to give in order for things to change..sorry folks, Obama is not the messiah, and he isnt got a magic wand that is going to just make it all go away when he gets in office..He is, after all just a politician, and he is big into spending..spending YOUR money, but in the end, I think there is going to be an uprising in this country, of people who are fed up with not having a voice in all th at is going on around them...be prepared is all I can say..my husband is getting ready to retire due to an injury he recieved during active duty, and is not able to hold down a job due to this...its going to be an uphill climb trying to get his pension, and christmas may not come for our 6 yr old daughter..how do I tell her that Santa couldnt come to our house? I dont mind tapping into the system that me and my husband who has served his country for almost 30 yrs has payed into. People there is no shame! the reason we pay into the system is its there if you need it, its not just for the illegal imagrants who come here looking for hand outs and getting it. here is a email I got you all may find interesting..{{Any politician that decides this is feasible and runs with it will secure a position for life...what a great plan Hi Ya'll,  I'm against the $85,000,000,000.00 bailout of AIG.  Instead, I'm in favor of giving $85,000,000,000 to America in a We Deserve It Dividend.  To make the math simple, let's assume there are 200,000,000 bonafide U.S. Citizens 18+.  Our population is about 301,000,000 +/- counting every man, woman and child. So 200,000,000 might be a fair stab at adults 18 and up..  So divide 200 million adults 18+ into $85 billon that equals $425,000.00.  My plan is to give $425,000 to every person 18+ as a We Deserve It Dividend.  Of course, it would NOT be tax free.  So let's assume a tax rate of 30%.  Every individual 18+ has to pay $127,500.00 in taxes.  That sends $25,500,000,000 right back to Uncle Sam.  But it means that every adult 18+ has $297,500.00 in their pocket.  A husband and wife team has $595,000.00.  What would you do with $297,500.00 to $595,000.00 in your family?  Pay off your mortgage - housing crisis solved.  Repay college loans - what a great boost to new grads  Put away money for college - it'll be there  Save in a bank - create money to loan to entrepreneurs.  Buy a new car - create jobs  Invest in the market - capital drives growth  Pay for your parent's medical insurance - health care improves  Enable Deadbeat Dads to come clean - or else  Remember this is for every adult U S Citizen 18+ including the folks who lost their jobs at Lehman Brothers and every other company that is cutting back. And, of course, for those serving in our Armed Forces.  If we're going to re-distribute wealth let's really do it...instead of trickling out a puny $1000.00 ("vote buy") economic incentive that is being proposed by one of our candidates for President.  If we're going to do an $85 billion bailout, let's bail out every adult U S Citizen 18+!  As for AIG - liquidate it.  Sell off its parts.  Let American General go back to being American General.  Sell off the real estate.  Let the private sector bargain hunters cut it up and clean it up.  Here's my rationale. We deserve it and AIG doesn't.  Sure it's a crazy idea that can "never work."  But can you imagine the Coast-To-Coast Block Party!  How do you spell Economic Boom?  I trust my fellow adult Americans to know how to use the $85 Billion  We Deserve It Dividend more than do the geniuses at AIG or in Washington DC.  And remember, The Birk plan only really costs $59.5 Billion because $25.5 Billion is returned instantly in taxes to Uncle Sam.  Ahhh...I feel so much better getting that off my chest.  Kindest personal regards,  Birk  T.
