There's plenty of pork in Wall Street rescue

Doesn't this sound like something from David Letterman -- "Top 10 tax sweeteners in the bailout bill"? But this is no joke. It's a partial list of the pork included in the $700 billion Wall Street bailout Congress approved today. The list was prepared by the nonpartisan budget watchdog Taxpayers for Common Sense.

This explains why the once-brief bailout plan expanded to 451 pages. Senators added about $150 billion in tax breaks to overcome resistance to the bill. It worked, but it's prompted howls of complaint. "I believe there was even a tax cut for poodles who earn money in dog shows," wrote Jazz Shaw at The Moderate Voice. (That was a joke.)

Who benefits from all of these tax breaks? Here are a few examples:

    • Makers of wooden arrows for kids. They get an exemption from an excise tax apparently intended for serious arrows used by adult archers. Bloomberg News says the tax break is worth $200,000 to Rose City Archery in Myrtle Point, Ore. Cost to taxpayers: $2 million over 10 years.

    • Speedway owners. Race tracks get to keep a seven-year depreciation timetable. The IRA wanted to change it to 15 years. Cost to taxpayers: $100 million over two years.

    • Rum-makers in Puerto Rico and the Virgin Islands. They get a two-year extension of a $13.25 rebate on a $13.50 per proof gallon excise tax charged on rum imported to the U.S. Cost to taxpayers: $192 million.

    • Companies that do research in the U.S. They get a two-year extension of a tax credit. "Companies that have benefited from this provision include Microsoft Corp., Boeing Co., United Technologies Corp., Electronic Data Systems Corp. and Harley-Davidson," Taxpayers for Common Sense says. (Full disclosure: Microsoft owns MSN Money.) Cost to taxpayers: $19 billion.

    • Movie and television producers. A tax incentive is intended to keep production here in the U.S. Cost to taxpayers: $478 million over 10 years.

    • Wool producers and makers of wool clothing. This tariff relief will cost $148 million over five years.

    Some of the pork -- we mean "provisions" -- in the bill extends tax breaks that are already in place, and some are new. (See the Taxpayers for Common Sense article for details.)

    Of course, some of the pork bits can sound downright appealing, depending on your point of view. There are tax incentives for businesses that encourage their employees to commute by bicycle ($10 million); corporations and ag producers that donate food ($149 million); and groups that donate books to schools ($49 million). A fund that provides health care to retired miners will get a boost. The bill also extends tax breaks for renewable energy.

    Overall, the bailout contains an estimated $150 billion in tax breaks, including $62 billion in the form of the dreaded alternative minimum tax that otherwise would have been collected from 24 million households this year.

    But did these incentives have to be added so quickly to the unpopular bailout? Many bloggers think not. "No one, no one can sensibly claim that the pork deserved to be in the 'emergency' bill on the economy," said the staid Business Law Prof Blog.

    We the people vote for a President, but we don't have the ability to vote on a 820 million dollar measure ? Of course not !! The American public are deemed as sheep, and the herders (government)  guide us in the direction they want. The rich get richer, and the poor continue to pay taxes. I respect and will vote for every Republican who vote "NO" on this bill. Trust me, I will remember how everyone vote and continue to remind my fellow voter !!  

    What to make a change? When you go to vote next tine, VOTE FOR THE NEW PERSON. Don't let ANYONE  stay in office more than once term. Stop the career politicians who are on a first name basis with lobbyists and special interest group chair people. Take the power AWAY from them. Of for and by the people... but only if we take back the power. Remember that our politicians are supposed to serve US , to be our voice in DC... does anyone here feel like they have been served? or perhaps another word that also ends in 'ed' that would not be polite to post here....

    I just do not understand our goverment any more, as I close in on retirement, what was to be next year, worked long and hard, but losing what I have contributed to the 401-k, plus market adjustments, it has cost me two more work years at a minimum. In the past year I have become a firm believer that wall steet is purely a game of and down.

    Hope then false hope. something good, then some company or gas issue comes out and impacts the whole economy. Just can not figure out the system.

    In relationship to the 700 billion, How has it helped the working person, stock market is down,  not up. How does the average hard working joe benefit from all this.

    So far all it has done is cost, cost, cost. How do we soon to retire individuals recover

    from this. work longer I guess, because it has become pretty clear that is the only way we will be able to survive and pay our daily dues and pay more taxes to corp.

    How anyone could receive 19 million for 3 weeks of work is beyond my brain waves

    "Bail-Out???? LOL,LOL,LOL- iF YOU WANT TO BAILOUT THE ECONOMY--Distribute the 700 billion dollars to all "Legal" Citizens over the age of 18. Approx. 200,000,000 people would recieve well over a million dollars (IF MY MATH IS CORRECT,IF NOT-YOU KNOW WHAT I MEAN).With all Legal Americans with that much money,don't you think our economy would be steamrolling? Put the money in the hands of the people!! Not these ALL connected slimy politicians"

    $700 billion ($700,000,000,000) divided by 200 million people (200,000,000) = 3,500 per person.  A long way from a million dollars

    8 years of deregulation and republican rule has brught this country to economic riun not seen since the last time they did it during the Hoover years ( The Great Dpression).

    Republican greed has now saddled the nation with a bill that will take 4-5 yrs to fix. I.E. the entire next term Even if the Dems win he presidency, they are fiscally tied for 4 yrs. just enough time for the republicans to return to power and start this cycle again. We should be as upset as they were during the great dpression and vote the republicans out for 16 years ( FDR administration) It will take this long to fix the problems.

    The bailout drama this week and the votes of those in Congress (with a special focus on the Presidential candidates who happen to be Senators) should show all Americans who "our" representatives really represent.

    Please vote accordingly in November.

    sounds like we are closer and closer to the outrage we should have had for decades. my math says 200 million citizens would get 350,000 dollars each. my calculator has a problem doing that many zero's, bet pencil and paper don't lie. maybe we are to dumb to understand math?

    Everybody, do the math. In order for a working American to get $125,000 out of $700 Billion, it would mean that there are only 5.6 million of us who would get it.

    The reality is, if there are approx 175 million workers in America and we split the $700 Billion evenly, we would each get a whopping $4,000. I assure you, that's not enough to pay off most people's cars, let alone a mortgage!
