There's plenty of pork in Wall Street rescue

Doesn't this sound like something from David Letterman -- "Top 10 tax sweeteners in the bailout bill"? But this is no joke. It's a partial list of the pork included in the $700 billion Wall Street bailout Congress approved today. The list was prepared by the nonpartisan budget watchdog Taxpayers for Common Sense.

This explains why the once-brief bailout plan expanded to 451 pages. Senators added about $150 billion in tax breaks to overcome resistance to the bill. It worked, but it's prompted howls of complaint. "I believe there was even a tax cut for poodles who earn money in dog shows," wrote Jazz Shaw at The Moderate Voice. (That was a joke.)

Who benefits from all of these tax breaks? Here are a few examples:

    • Makers of wooden arrows for kids. They get an exemption from an excise tax apparently intended for serious arrows used by adult archers. Bloomberg News says the tax break is worth $200,000 to Rose City Archery in Myrtle Point, Ore. Cost to taxpayers: $2 million over 10 years.

    • Speedway owners. Race tracks get to keep a seven-year depreciation timetable. The IRA wanted to change it to 15 years. Cost to taxpayers: $100 million over two years.

    • Rum-makers in Puerto Rico and the Virgin Islands. They get a two-year extension of a $13.25 rebate on a $13.50 per proof gallon excise tax charged on rum imported to the U.S. Cost to taxpayers: $192 million.

    • Companies that do research in the U.S. They get a two-year extension of a tax credit. "Companies that have benefited from this provision include Microsoft Corp., Boeing Co., United Technologies Corp., Electronic Data Systems Corp. and Harley-Davidson," Taxpayers for Common Sense says. (Full disclosure: Microsoft owns MSN Money.) Cost to taxpayers: $19 billion.

    • Movie and television producers. A tax incentive is intended to keep production here in the U.S. Cost to taxpayers: $478 million over 10 years.

    • Wool producers and makers of wool clothing. This tariff relief will cost $148 million over five years.

    Some of the pork -- we mean "provisions" -- in the bill extends tax breaks that are already in place, and some are new. (See the Taxpayers for Common Sense article for details.)

    Of course, some of the pork bits can sound downright appealing, depending on your point of view. There are tax incentives for businesses that encourage their employees to commute by bicycle ($10 million); corporations and ag producers that donate food ($149 million); and groups that donate books to schools ($49 million). A fund that provides health care to retired miners will get a boost. The bill also extends tax breaks for renewable energy.

    Overall, the bailout contains an estimated $150 billion in tax breaks, including $62 billion in the form of the dreaded alternative minimum tax that otherwise would have been collected from 24 million households this year.

    But did these incentives have to be added so quickly to the unpopular bailout? Many bloggers think not. "No one, no one can sensibly claim that the pork deserved to be in the 'emergency' bill on the economy," said the staid Business Law Prof Blog.

    Is this called government of the people, by the people and for the people. The people (main street Americans) are given a crumb and everyone else thrives. What has happened to us? Are we so overwhelmed with trying to keep out heads above water that we don't see or care to see what our government is doing. They think we are helpless and that's why they were able to add all the PORK right in our faces without even a blink. We are such whusses.  We need a leader of the masses, someone who can get us off our lazy behinds and march on Washington. THIS HAS TO STOP.

    Adding "pork projects" to every bill is a product of an unchecked congressional body.  We need to have term limits on all congressional seats (state and Federal).  The other thing we need is another viable political party.  Our two choices for president voted along party lines 96% for Obama and 90% for McCain.  Are we to believe that their respective parties were right that often?  We need leaders that represent the people not their party.

    And they wonder why the american peolple are fed up with DC. Ethics committees should follow every last one of those 'perks' noted to the sponsor, go check their campaign contribution records, and then haul them up on charges of corruption.

    When stocks fall on Monday again, (or anytime for that matter), Wall Street will start whining and the Feds will promise to lower interest rates to "0". This will encourage everyone who got us in this mess in the first place to borrow and lend more money--I mean how can you NOT buy something with interest at "0"? I am fed up with the whole mess and trying to do the right thing--save and buy only what I can afford. It seems that just does not pay off anymore.

    the problem is simple a two party system , they look out for one another all the time .

    I want to know if and what kind of process is in place when the bailed out entities begin showing profits again. I keep hearing there are measures to pay back the tax payers...........I'll believe it when I see it..

    While I'm on the subject, I'm paying my bills and "mortgage" is there any pork in this bill where my family and I get a tax break?????????????????I didn't think so..

    We need to provide these people with the knowledge that they represent the american public, I propose that we (the American Public) submit for law a bill that forces our representitives to vote on every bill line item by line item and if the line item does not provide a constructive benefit for at least 20% of the country's population then it is struck from the bill..

    term limits can change if the people get out and vote! You don't like what someone is doing in DC. fire there but and send them packing. That is the problem, we all forget and when it comes time to vote we put the same Jacks back in office. Everyone that voted for this bill should be out of a job when it comes time to vote. We the people are the ones that should be running this country and we could if the weak would rise up and take it over.

    We have smart people in DC, but there trying to manipulate a over complicated system. We have no clue what industries the people actually want because of over manipulation of tax codes. If there was a simplification of the tax codes which wiped out all these inequalities we could sort out what market the people want. Get rid of this overincentived income taxes and use the fair tax, an excise tax on all goods sold in America. Don't tax housing or food in order to help underpriviledged afford what they need not want and get rid of welfare. Take excess money and put into investments for this country education, alt energy, and public transportation. Simplify life so AMERICANS DON'T HAVE AN EXCUSE TO BE LAZY!!!!

    It seems that this is a perfect example of why a line item veto is necessary.  Each bill should pass on its own merits and not have to be tagged with numerous unrelated items to get the bill passed.
