Confused? Your guide to the tax rebate

Lots of readers have told us they're confused about how the tax rebate will work, so we'll try to shed a little light on the matter.

The rebates -- tax blogger Kay Bell dubbed them "prebates" -- are an advance on a tax credit you would have gotten when you filed your 2008 tax return. You're just getting it a year early, says Bell, of Don't Mess With Taxes. The amount will be based on your 2007 tax return and range from $300 to $600 per adult, up to $1,200 for married couples who file jointly, and $300 per child under 17 years of age.

You're eligible if you have at least $3,000 in qualifying income. To see a government document for details about how much you can expect to get, click here.

Kay notes: "Folks who don't usually file a return because their only income is Social Security, certain Railroad Retirement or certain veterans' benefits, or they don't make enough earned income to file, must -- repeat, must -- file a 2007 return to get a rebate." (Supplemental Security Income (SSI) can't be counted as qualifying income, the IRS says.)

Here are some other things you should know:

    • No special paperwork is required for most people. Just file a 2007 tax return, and the IRS will figure out the amount of your rebate.

    • Checks will start showing up in May. The money will be direct-deposited into your bank account if you select that option on your tax return.

    • You have to have a valid Social Security number to get a rebate.

    • Once you file your 2008 tax return and it ends up you should have gotten a bigger advance payment, you'll get the extra money in 2009. If it turns out you should have gotten less, consider it a bonus. You won't have to pay back the difference.

    • The rebate is tax-free. You won't have to count it as income on your 2008 taxes. You will have to note it on your 2008 tax return so the government doesn't pay you the money again.

    • Also, the IRS "emphasizes the stimulus payments will not count toward or negatively impact any other income-based government benefits, such as Social Security benefits, food stamps and other programs."

    • Who won't get a rebate? This list includes college students who can be claimed as dependants, and people whose adjusted gross income is $87,000 or more ($174,000 for married couples who file jointly). The rebate will be reduced by $50 for every $1,000 you earn above $75,000 ($150,000 for married couples filing jointly).

So whats the deal if you underpaid the IRS for 2007 and owe money?  Will I still be issued a $600 rebate check or will it simply be deducted from the amount I owe the IRS?

Please read what the Tax Man has to say!  It is spot on!  Thank you Tax Man, you rock!

you can't get more rebate than you paid in taxes! (to answer the person who asked about the 17yr old with an income of 2700 dollars. if they paid 0 tax they get 0 rebate.)

It says "and $300 per child under 17 years of age." meaning 17 year olds get $600? Well this is somewhat of a dissapointment, it is our money, we're just getting it earlier, but hopefully it helps some people.

Thank you TAX MAN.  Your message makes more sense than the rest.  They should post your blog closer to the beginning.  Cool Beans!

    I have a question:

If you currently owe taxes, will you still get a stimulus payment?

    FEW PEOPLE GET IT!!!WAKE UP!!

THIS IS SOOO STUPID. THEY ARE SPENDING TAX PAYERS MONEY TO IMPLEMENT A PROGRAM THAT IS JUST GIVING YOU AN ADVANCE ON YOUR 2008 REFUND!!!!

In case you hadn't noticed P- O'd, you don't earn interest on your money when the government holds it all year.  Better to get some now and invest it....You WILL have more money by tax time.

    Say you usually get $1000

Next year you would get $1600 due to a new policy

You will still get $1000 and the other $600 is coming early

It's not difficult.  All you idiots complaining about the govt and taxes and how much you're getting screwed, SHUTUP!  You are not paying it back.  Go start, buildup, and maintain your own country somewhere else without the tax help of your fellow citizens.  See how well that works out for you.  Otherwise, quit whining.

I see why income tax forms are written at the sixth grade level. Some of us are really lost on this issue. See the taxmans comments and Sam's. For you guys that have a problem with the rebate, just save it, simple. If you have to pay it back, which you won't, you would have earned the interest on the money. If you owe the IRS you will still get the rebate only it will be applied to what you owe. My God all of this information is available in every media source you can find, why is there so much confusion? It is not a conspiracy, even though it may be a dumb idea. I'll take my money and put in the bank just as I did my refund, which is still there. The only stimulus is going to be with my bank account at a whopping $1200. If it is mine I'd rather have it now.
